fdisk unable to open hdb

Hi. I'd like to repartition my second drive which is hdb so as root i do /sbin/fdisk hdb and i get an error saying that fdisk cannot open hdb. I know you can't partition a mounted drive but hdb is not mounted and i have not changed any permissions myself. Does anyone know what is going on?
