Computer won't boot - video fault?

I've just built a new computer and, upon powering up for the first time, I'm getting nothing but a series of beeps from the system speaker. It is one long beep followed by two short ones, which I'm led to believe means that it's a video fault. I'm using an XFX GeForce 8400GS 256MB card (part number PV-T86S-WANG). If I take the card out of the primary PCI-E slot and put it in the other 8x slot, there's no beeps on boot, but then I don't get any signal to the monitor.

Is the card a dud, or are there any other possible causes?

Thanks,

Simon.

I looked up computer+beep+codes on Google and found this page.
http://www.computerhope.com/beep.htm
According to that page the beep code does mean that you have a video card fault.

What does the motherboard user manual have to say about installing a video card?

Does the motherboard have a built in video circuit? If it does then check the CMOS BIOS settings to see if the on board video circuit is enabled or disabled. Make sure that the on board video circuit is disabled when you are using the PCI-E video card.
