Cannot print : Canon BJ200 through USB

My problem is that my printer won't print
when using the CUPS printing system.

I've had this problem both in Mandrake and currently in Kubuntu,
so I suspect it may be an USB/PAR issue...

Computer: ACER Travelmate 8000 (laptop)
Printer: Canon BJ-200
Attached to USB via USB/PAR bridge.

% echo "Hello" > /dev/usb/lp0 WORKS.

I
The CUPS driver was installed through the KDE print manager:
driver Canon BJ-200 Foomatic

% lpr [file] does NOT work.

/etc/cups/cupsd.conf:
...
RunAsUser No
...

any ideas?
have I missed something?
