OK, it was an issue with Web Browser.
With firefox as the browser it seems to work. I had got chromium-browser as the default (any idea how to fix this, so it still uses chromium-browser as the default Web Browser?).

So change it. Open CUPS by typing localhost:631/ in a browser, and click on Administration, then Add Printer. That will give you a list of all printers it can find, at all URIs, and you can choose the one you want. If that doesn't work, repeat and select a different URI until you find one that works.

It doesn't find all URIs. I have a Brother printer and the dnssd:// prefix is missing.
Then why do you want to assign it? It won't give access to the printer. Try the ones that show before you panic.
I think he wants to put the square peg in the round hole.
He has totally been focused on using dnssd: when he also repeatedly has said it does not work. Maybe if shakespear1 would be satisfied with what it appears works for him his problem could be resolved.
I have tried the CUPS web interface
'socket://192.168.2.99' and 'lpd://192.168.2.99/BINARY_P1'
neither one will work as both give the same result.

The web page doesn't tell me any more than that (I'm not using Kerberos).
I've also tried to use lpoptions

Yes, it should work, but we're not over your shoulder to check your system or the network environment. Since the printer is NOT enumerated via 'avahi-browse -art' the CUPS dnssd backend WILL NOT work. You need to investigate this further.
I have local printers (including DCP9055 and EPSON).
