Very complex for newbie, why in some case I can set variable and in other - I can't

Boot time (run level 5) bush execution
and after login time bush execution,
what a difference?

In my SuSe I write in profile.local
export SOME_VAR=/xxx/xxx/xxx
and this variable was accessible after login,

but in my RH7.3 I attempt to set this variable in
rc.local and same command does not work,
I see(by ECHO) the file was passed during boot time,
but variable not appears after login.

Why in some case I can set variable "permanently", and in other case - I can't.?

I try to answer myself:
may be after login system ignores all setting (of variables) from
rc.local and accepts only setting from profile file?
Why?
May be exists some trick to not allow variables disappear from stage to stage?

I'm so stupid!

profile.local and rc.local serve two different purposes. The first is used to create a standardized environment for users. The second is used to setup and start local system services.
