"user database cannot be read"

I recently installed Webmin on my redhat 9.0 box and it's being used as a PDC. However, when I try to open "users and groups" in Redhat's system tools the app comes up then gives me the error "The user database cannot be read. Program will exit now."

I'm not sure of what to do, I checked the permissions on the passwd file and they seem to be correct. Thanks for your help.
