su not working right on redhat 8.0

I recently reinstalled redhat 8.0 on to my system. I finaly decided to switch over from windows because I had redhat working perfectly on dual-boot. so I formated my whole drive to put redhat on it. everything went fine and all updates went well but something is werid. when i'm a normal user then su to root it says that shutdown, modprobe and possibly other (haven't checked them all) commands aren't there.
Next I logged out and then logged on as root and modprobe and shutdown worked. I've never seen this before is it normal and if it is how do I change it so when I su I can use these commands??

thanks in advance
