sticky keys notifications

every time i reboot i get a notification that pops up on the upper right of the display titled "sticky keys". it has text below the title that says "sticky keys have been disabled". there are no keys that stick that i know of. what makes it think i have sticky keys? or is this a case of the code that pops up the notice not checking the count of sticky keys? how does software do that? does it scan for keys stuck in the down state?
