Hello , myself a newbie @ linux
I use suse 9.2 on p4 2.66 256 mb ram
but my system doesnot run at the level at which a linux OS should run it i mean it is sometime as fast as win me any bright ideas what to do ??
and is there any way i can speed up my booting and HIBERNATE my system like in WINDOWS xp?
Are you talking about boot speed? Boot speed is a pitfalls of linux. If your talking about general speed, I dont know what to tell you. Try removing some services from startup to free up some RAM.
but generally the things that speeded up my distro are :
using official 3d drivers
using udev instead of hotplug
using hdparm to increase your harddrive speed
usining minimal services
using the latest kde or better yet using a light WM like icewm or fluxbox
Please be more specific - what apps in particular are running slower than you think they should? As has already been stated, as general advice on how to improve your system response time, kill any unnecessary processes, use hdparm to optimize your drives, and consider adding more RAM. 256Mg is a decent amount but adding more memory is probably the #1 or #2 way to get better performance from your system (with the other being to upgrade to a faster CPU). Lastly, if your hard drive is more than about 85% full, that also can lead to decreased performance; if so, consider removing files you no longer need

There doesn't exist a "fastest distro".
You can try LFS and install stuff YOU only need, or try optimizing you current distro.
I'll recommend you to turn off unneeded services with yast runlevel editor.
use a other I/O scheduler by adding a line to /boot/grub/menu.lstelevator=cfq
tweaking the harddrive with hdparm.
remove unneeded kernel modules by disabling ipv6 with modprobe.conf
disable kde ipv6 with sysconfig editor in yast.

you could try out arch , slackware , vector linux , .....
