Hmmm...I don't think such a distribution exists (correct me if I'm wrong, users) because I know that Samba comes on pretty much all of them. I would just say go with a tried and tested distribution (away from the bleeding edge ones like FC3) and strip away all of the unneeded junk out of it at installation so that the maximum amount of resources can be used for your Samba stuff.
Other things to consider:
-security: check out the security apps out there...there are tons of great ones
-gui tools: do you need a gui for your admin tools?
-administration: a lot of admin programs aren't included specifically on the distro cds, but they should be pretty easy to install
