Konqueror can resume a download, you have to click on cancel and then start the download again and click on resume in the option widget, you must specify the same path for it to work though.
I don't use aria, but i did have a look at the website for you. It looks like aria supports 'drag-and-drop'. You should be able to drag a link straight into the aria window to queue it for downloading. Also, if you use the KDE window manager, then you might want to try to configure 'klipper' (the KDE clipboard manager) to insert clicked links of certain file types into aria for you. You can get the settings for klipper by right clicking the little clipboard icon near the clock on the toolbar (at the bottom of the desktop) and selecting preferences. If you can manage that then all you need to do is highlight a link (rather than click on it) to a file that you want to download and klipper will give you the option of sending it to aria.
Luck!!
