resize linux partition


these my structure disk partition of my linux

Filesystem Size Used Avail Use% Mounted on
/dev/hdb3 12G 178M 11G 2% /
/dev/hdb1 289M 4.8M 269M 2% /boot
none 237M 0 237M 0% /dev/shm
/dev/hdb2 34G 431M 32G 2% /home
/dev/hdb5 9.7G 1.2G 8.0G 13% /usr
/dev/hdb6 6.8G 1.5G 5.0G 23% /usr/local
/dev/hdb7 2.9G 173M 2.6G 7% /var


1.from above how to resize /var to be higher than 2.9Gb exp: be 10 Gb
2. How to combine both of partition of /usr and /usr/local

detail explain please .. ho to solve above cases without lose data or even REinstall my linux.

i have tried i just able to delete /tpm partition but still dont able to resize and combine both of partition.

and i tried to googling and i found about system resscue (Sysresccd)it from http://www.sysresccd.org/ . does it to be tools that can solve my above cases..???

@chobo, from a terminal run this command and post all the output
