Well, yes and no.. It depends.

For designing UIs (and to a lesser extent, code), you can use QT's designer.
For RH8 or RH9, you'd invoke it by typing 'designer'

QT supports some integration with SQL databases, but since I've never used it thats all I can say about it.

There is also KDevelop, which is targeted more at developing code than UIs.

The new contender is Eclipse- which runs under java, but has decent support for designing code.

There are others, but they don't come to me immediately.

I havn't yet met a debugger in linux as nice as the one you get in MS Visual C++, but then again, I havn't needed it as often under linux (Standards compliant compilers are wonderful!!)

If you happen to know delphi/pascal you could also consider Kylix (from Borland).
Haven't played with it but from second hand accounts it doesn't appear to be too bad ( of course those accounts were from Delphi zealots who just realised they could reuse a lot of their code ;-) )

The latest version of Kylix, also, supports C++.

There is, also, a GPL/LGPLed C++ RAD/IDE based on GTK/GTK+ called VDKBuilder (http://vdkbuilder.sourceforge.net)

HTH,
