quick DD command question

this may sound stupid but, does the DD if=() of=() command HAVE to be done under ROOT or sudo ? because I have not used it in a long time and that is the only way it is working, and every example I see I do not see nor read that it has to be done under root permissions. to a USB stick that is what I am doing

Depends on what you are doing. If you want to write to raw device you must be root.
