My USB WLAN adapter enumerates but I can't bring it up

I have a MK808b computer-on-a-stick powered by a RK3066 ARM CPU. I installed Picuntu 0.9 on it and plugged in my USB adapter (Atheros 9271); the console promptly complained of a missing htc_9271.fw firmware file. I downloaded it, placed it in /lib/firmware, and I was then able to run ifconfig wlan1 up (wlan0 being the onboard wifi adapter which is currently not working) and from there connect to my wifi.

I'd now like to try two other distros (HomeIO, which is a customized version of Picuntu 0.9, and Picuntu 4.5, which is based on Raring rather than Quantal as 0.9 and homeIO). Both install fine and seem to be running well, but they won't let me run the wifi adapter. I put the firmware file in /lib/firmware (HomeIO has it already), but if I plug in the adapter I can't do anything with it. lsusb sees it, but ifconfig wlan1 up complains that it can't find the device.

Significantly, if I remove the firmware file from its directory and plug in the adapter (even after rebooting), the console does not warn me of the missing firmware; it behaves as if doesn't try to auto-initialize it. How can I make it do so?

I have a SainSmart SS808 mini pc that I flashed with Picuntu's homeio image. At first the wifi wasn't being detected. Then I did this:

Delete /etc/udev/rules.d/70-persistent-net.rules
Reboot system
System will re-create the file we just deleted with the PROPER logical name (eth0) and allow you to use Network Connections icon on desktop.

Works now and the wifi is more stable than Android!
