There's no picture so there's nothing we can see on the screen. You don't say anything about the version/distro of Linux, or what kind of hardware you're running it on, or what you're doing when the temp spikes up.
Short answer is, when the temperature goes up, ACPI and other things come into play to speed up the fans to cool things off...that's what it supposed to do. Provide details and we can try to help.
The sound is similar to the one at 0:51 https://youtu.be/aJCb824tNKc
I'm using windows, there is no such problem, it only happens when the usb live boot is on.
The usb i use is a bit old, could it be because of that?

Again, we aren't going to chase down links to try to help you. You were asked before what version/distro of Linux are you using, and what hardware its running on. Simple questions. You were also told that heavy CPU load can cause fans to run, because that is what they are DESIGNED TO DO.
Again: provide details and we can try to help. If you can't, there's nothing we can do.

That's just fan noise (although why you chose this video to demonstrate it is beyond me).
It probably also happens in windows when your computer is under stress.
So we need to find out why your computer is under stress when it boots some unknown Linux distribution.
TB0ne is right - give us something to work with.

What evidence have you that the temperature increases?
We can see no detail, and no evidence that there IS a problem much less what it might be. We need FAR more information!
The data of the temperature values, the value of 61.00 in the photo increases and the instantaneous sound increases and repeats this
*AGAIN*, we are not going to chase down links for things. Either post the relevant information and answer the questions you've been asked, or there is NOTHING we can do to help you. AGAIN, you were asked what version/distro of Linux you're using, on what kind of hardware. Very simple questions which you haven't answered. AGAIN, we will also tell you that fan speed due to increased CPU temperature is normal...that's what is SUPPOSED to happen.
We still have no details to work with. Either provide them or there is nothing we can tell you.

version 2021.1
Debian Sorry guys for not answering the questions.
version 2021.1 Debian Sorry guys for not answering the questions.
Still not answering the questions; there is no "Debian Version 2021.1", and you're still not telling us what hardware this is running on, what you're doing when the temps spike, etc.
Playing guessing games isn't good; these are simple questions you need to answer if you want help.
