How to get rid of Unwanted Launcher from National Weather Service

This is the second time I have posted this question.
NOTE: This is not about Putin, Russia or any war.
All I want to do is get rid of an Unwanted Launcher from National Weather Service which showed up on my computer.
I'm running Ubuntu 14.04.
Recently a new launcher showed up at the very bottom of my screen. Apparently this is put out by the National Weather Service.
Two options:
1. Launch
2. Properties
Clicking on "delete" won't get rid of it.
I don't know how I got this thing and I can't find out how to get rid of it.
If you click on "Launch" the page title of the Page is "NWS Public Alerts in XML/CAP and ATOM".
If you click on "Properties" you get the dialog box shown in the attachment.
I would really appreciate help in getting rid of this thing.
The first line of the properties box lists a configuration file: you might get a quick fix by deleting that. But you really need to remove the program, which you must have installed somehow! Run synaptic and look for "weather" or open a terminal and use "apt-cache search weather" to find what it is. Then you can uninstall from synaptic or use "apt-get remove".

that just sooooo much reminds me of something Windows does. Just another reason I do not use Ubuntutututututututututututu anymore. It is too much Windows in Linux clothing me.
If it is just a launcher ... their has to be a config file that the bar that it sits on has to tell it to sit there. Edit it and remove the offending line of code.

this tells how to create one by hand, just reverse the process. It should work, theoretically.
