Its not a direct answer to your question, but:
The single thing that had the most improvment on general performance that I did
was upgrade the kernel from 2.4.26 to 2.6.7 from the slack #2 CD.
That made a noticable difference.
Other then that, if you want to prevent background programs:
1- remove cron jobs that you don't want
2- prevent unnecessary services from starting up (pkgtool ->setup -> Services)
I'm sure others will have more/more detailed/better suggestions.
