duplicate banners shown when trying to ftp/telnet??

hi....
just a short question: I've set up banners for ftp and telnet using Banners.Makefile in my RH7.1 machine....i've done this before in redhat 6.2..but in redhat 7.1, i noticed the allow banner was shown twice when i FTPed the server! But not so with the deny banner, that was shown only once, which is normal.Why is this?I've got this in my /xinetd.d/wu-ftpd file:

banner_success = /path/to/allow/banner
banner_fail = /path/to/deny/banner

and i've tried adding in the banner entries in /etc/hosts.allow/deny like i did before in RH6.2, but with the same result! Can somebody explain???THANKS!!
