My question is... can I download pictures from my Samsung cell phone to my pc under Ubuntu since Samsung doesn't support drivers for their phone any longer

If the phone has a USB port, plug it in and test it.
If it doesn't work, come back with more information:
What model phone, what mobile operating system, and what version of Ubuntu would be a good start.

Some cell phones will show as usb storage, may be a menu item you have to turn on in the phone. Some use a propritray protocol, you may try an app called bitpim and see if it can read it in that case.
You might go to your cellphone carrier's website and check there. For example, I found these instructions for Sprint. Howsomever, I suspect that you will run into the "computers=windows" frame of mind.
Downloading pictures -- Getting easy finally in 2022
Downloading picture files or other files from an Android cell phone to a computer running Linux has finally become not only 'easy' but it now works in the classic Linux / Unix command line manner. Some noodling is required on the cell phone side.
Step 1: Plug your cell phone into your Linux computer using a USB cable.
Your cell phone's charging cable may be a USB cable. If it is, connect it between your computer and your cell phone. My recent Samsung cell phone has a 12mm wide USB plug that attaches to a charger device and a 8.41 mm wide plug that attaches to the phone.
Step 2: On the cell phone look for a popup message like "Allow access to your phone data?" Tap the allow icon.
Step 3: On the left hand favorites bar, click on Files and look for an icon like "Samsung"
Step 4: Open a Linux terminal and cd into the locations given by the Files icon.

Great advice; but this thread had been closed for *TWELVE YEARS*...I think the OP has probably moved on.
