Like most OSs they are just graphics. Open up Gimp and create what you like, save it and configure your root window to display it. How you change your wallpaper depends on the window manager.
I have found most of the ones I like on Deviant Art, but some of my poorly made own creations have found their way to my desktop briefly before being replaced.
