Changing the time on Suse linux 9

The command date 0915.00 does not work?

What is the correct syntax to change the time to 9:15am EST?

I understand it's hard to refrain answering RTFM but that is not an helpful reply for a newbie.
Explaining with details and referring to the manual page is much better.
