CGI Apache

I am trying (without much luck!) to setup Apache to allow users to run CGI script in their home directories "public_html/cgi-bin". I have got part of it working as a user can type in "http:/localhost/username/cgi-bin/test.cgi" and it will work correctly. The problem is when I insert the CGI commands into a html page the script does'nt execute. The file I have been testing it with is textclock.cgi. If I use "http:/localhost/username/cgi-bin/textclock.cgi" the clock can be seen working but when I insert the <!--#include virtual="/cgi-bin/textclock.cgi"--> into the html document nothing!

Where am I going wrong! Any help would be appreciated. I know that suexec is running.
