The command you are looking for:

groupadd

Tip: Use man -k (and if the output is too long, a grep) to look for manpages.

$ man -k group | grep add

It's not to hard to find out which of the 'hits' is the one you need.

How do I add a user to that group?

Or does anyone know somewhere online I can see all these commands?

For that you need:

usermod

$ usermod -G <user> <group>

man usermod for all options.
