2 problems with xfce menus

1: Under my user account I can't save edits to the xfce menu (but to toolbar, taskbar, etc... I can). It says I don't have access..

2: I can't figure out how, nor do I know if it's even possible, to switch my menus from scrolling to cascading.

are you sure you are trying to edit the $HOME/username/.config/xfce4/desktop/menu.xml file and not the system wide menu in /etc/X11/xdg/ ?.
