dpkg + apt-get install: "place all packages that represent base LFS system on hold"

Hey guys, I'm following the dkpg and the apt-get install guide from the hints section of the LFS website.

The author says "if you plan to use packages from a public repository, you may want to place all the packages that represent your base LFS system on 'hold'"

I do plan on using a public repo, so I was wondering if anyone could tell me what he means by this?

Thanks a lot =)
