Active device list

I want to get the Active devices list which are under /dev. Because i want to wirte the Perl script to get the all Active devices under /dev with user details(who is using at current time).

"Who" command gives only this terminal login info. i want all active devices, for example, if the cdrom is mounted, i should get the details of

* whether /dev/cdrom is active or not?
* If active, who is using /dev/cdrom and
* what is the session for that device?.

Regards
V.Venkatasubramanian
