What are a package maintainer's tasks ?

Every linux package has a maintainer. But what does he do ? does he simply recompile the software each time a new version is released by the original authors ? is he responsible for testing the software for that distribution ? does he make some changes to the original source code to adapt the package to the distro’s specificities ? is there only one maintainer or could there be multiple maintainers to a package ? what specific skills does one has to have to be a package maintainer ? what do their typical tasks look like ?

Some or all of the above, depending on distro, package and people.

While I have never been one, I would say building and testing software, good understanding of the distro and the package, as well as people skills to work with the other maintainers of the distro and the upstream developer(s).

I think you listed them. Also configuring the package.
