You can add new entries to /etc/fstab if you want to mount the permisions on boot. If they are already listed then make sure they don't have the noauto option.

You can just remove the auto option but it shouldn't have reverted. Make sure the file saves correctly before rebooting.

I personally think automounting partitions other than the Linux partitions at startup is a bad idea.

If you don't want to mount using the command line, maybe you can create desktop shortcut icons for the Win partition in KDE. You can mount them with a click then.

David is correct in his info on auto mounting.

As far as removing the icons from your desktop, just go into your KDE Desktop settings, select icons, select device icons. You'll see an option to show device icons. If you want to remove them all, just deselct this option.

There is also a check list to select/deselect which ones you want to see.
