This is a packages CD, not the install CD. You should grab the so-called "Minimal" or "Universal" CD for your arch.

The Universal includes portage snapshots (though they will be a bit dated) and stage files. I prefer a minimal installer, and just grab things off the net as needed.

Start by heading to the gentoo documentation site.
There are FAQs and most importantly the Installation Handbook.

After some reading your questions will all be answered.

The universal CD does not include "all" packages. It includes a portage snapshot and the stage tarballs. You can download package cds as well if you'd like, but most people prefer to just download them from the internet.

Though you can use binary packages, the mainstream gentoo concept is compilation from source.
