Xscreensaver won't run on start up for all users

I have installed xscreensaver that i want to replace the kde screensaver on suse 11.3. I managed to have it start on system boot, but the problem is;

1. multiple users loggin on the machines(via windows AD) do not have an auto start up of xscreensaver.
2. Am not able to disable kde screensaver for all users at once. I dont want it to be manual since many users log on this machine.
