seeking keystroke entry of special characters

I routinely need to enter special characters while typing at my linux desktop (Ubuntu/Gnome or Kubuntu/KDE). In win-dose, I can type something like ALT+nnnn ... so long as I remember the correct value of 'nnnn' for the special characters I want.

QUESTION: How do I do something similar while running some X11 desktop?

QUESTION: How do I do something similar while using a console?

Using the Search function at the top with 'extended ascii characters', gives among other threads :
one search result
You can search also with 'compose key' string, which gives a thread with that link inside
That question has already been answered many times.

Foremost, thank you for the reply with useful information. Sadly, I feel that you also chose to berate the OP (myself) for failure to know the correct search keywords to find an existing answer. I typed my subject line and dutifully selected "find similar" from the new thread page. I even read the articles that appeared. When I failed to find an answer, I continued to complete my question.

Often someone's problem is not a lack of existing information, but rather a lack of context with with to prepare a useful search. In this case, my context is one of "special characters" and not "extended ascii".

Again, I appreciate your answers for my question, but I encourage better empathy for end-users who has a different perspective on the question asked.
