How to lock-down XFce4's panels?

My computer has XFce version 4.8. After configuring the panel to my liking, is there any way to set the panels to be uneditable? This should, for example, hide any of the right-click menu items that enables panel editing, such as "Move", "Add New Items...", etc.

You could set the relevent config files ( you will have to find them ) to be imutable with chattr, this would not stop the right click menu from working but should prevent any changes, then again why not just not right click on them?
