How to build a link and put them to user's desktop?

I am maintain a bunch of account, each of them are using KDE, GNOME or other Xdesktop. I would like to make some shortcuts and put them to their desktop. How can I make it so no matter what desktops they are using? Which document I have to configurate for that purpose?

Any files put in /home/*/Desktop/ would be shown on their desktop. Replace the * with their home directory (usually their username).
