Why on earth are you installing an Apache stack on Kali?

Welcome, but why on Earth are you fiddling with XAMPP instead of using the normal, acceptable packaging system?

Please take a step back and grab either Linux Mint or Ubuntu and install the very same packages you had intended to use on Kali, but using the normal package manager. Then the packages will be in the expected locations, updated automatically, and it will be thousands of times easier for you to get started. Once you've mastered each tool you can then, if you still want to, download Kali to a USB stick and carry it around.

What is your specific goal with Apache?

Dropping in an error message is not enough to help you.
Which version of kali was installed exactly? where is this (xampp) install file coming from?
