I think the dock at the bottom is Cairo-Dock or Kiba-Dock, but there are many available that look and act similar. Looks like KDE and Beryl are handling everything else.

Looks like KDE. That open window is Konqueror. It's obviously customized, which isn't hard to do with KDE. And although I haven't used Beryl in a while, I recall it having many elaborate customization options beyond what KDE includes. Which is probably the case with that Panel, icons change size as you hover over them.

Definitely KDE. The dock could be any one of several.
