hi i tried to install adobe photoshop cs4 and dreamweaver cs4(trial version) in ubuntu 9.10 desktop edition using wine but it throws some error, probably it should be licence problem.

No, mainly because you don't provide the "some error" that it "throws". There have been alot of discussions about Dreamweaver not working at ALL under Wine, and some where a FEW people have gotten it working, but with mixed results. Google for it. Photoshop can work, but again, you don't provide the error(s), so there's not much we can do for you.
And why use photoshop at all? Gimp is native to Linux..
You probably want to investigate this more on Google. Crossover Linux from Code Weavers has supported CS3 for 2 years. It may be possible to run it using Wine as well. I don't know about CS4 however.
That is telling you that the installer is using a feature that Wine doesn't support yet. Update wine, or use crossover linux or maybe it isn't implemented. Find out if it is possible to install CS4 first. You may be wasting your time if it isn't.
