You want to access to a desktop remotely using command line ssh or you want with graphical mode ?

If you want to access desktop remotely via ssh then you will need to open port22 in your router and at the firewall.
For the remote desktop has to be set to accept ssh connexions the same port22 has to be open at firewall and Router.

For access as root, if the remote computer accept remote root access then you will have all privileges of root in the remote desktop

most people I know only use putty to connect from windows to linux. You have to create certificate keys and really complicated settings. But if your using linux to connect to linux desktop, easiest way is to grab something called X11vnc-viewer or something similar so that you can see the X11 screen of the remote computer. and the remote computer must be accepting vnc connections.
