Hi,
I need to install kernl-devel and kernel-debuginfo on Gentoo.
I already tried with
emerge kernel.devel
(Previously, I invoked the command emerge --sync).
The output is
there are no ebuilds to satisgy kernel-devel.
Well, you already have built your custom kernel, right? It's one of the gentoo installation steps. You already have kernel headers, a working gcc and all that is needed. Have you checked if systemtap is already in the portage tree or any overlay? That would make things much easier.
The site you refere to talks about kernel-devel rpm. Gentoo is not rpm based.

In gentoo you HAVE to install the gentoo sources when you install the OS, you have to configure them, and you have to compile them yourself, so you already have them installed (if you installed Gentoo, that is).
Other than that, you could also be needing the sys-kernel/linux-headers packages, which you definitely have installed, since it belongs into the system set.
