sounds like a Winsock issue if you can ping servers by IP address but not by domain. If you can surf by IP then its DNS but if you can't it is probably Winsock related and just reinstalling your network protocols won't fix Winsock however you may want to first try reinstalling TCP/IP by typing
'netsh int ip reset temp.txt' and / or reinstalling your NIC. If that doesnt fix the issue try reinstalling Winsock by going into the registry and deleting Winsock and Winsock2

also keep in mind that reinstalling or trying a new browser won't do anything for you if you aren't able to send ICMP packets to other nodes.

there is a Winsock fix here:

Smile Not sure if this will help, but it may be a shot.

If you can browse by IP, then it probably is a DNS issue. Are you using automatic DNS or entering your own sets?

1. Have you tried resetting your IP stack?
- netsh int ip reset *<name of nic>*
or
- netsh interface ip reset *<name of nic>*

Still unable to?
2. Have you tried flushing DNS, then Reregistering it?
- ipconfig /flushdns
then
- ipconfig /registerdns

Still unable to?
3. Try putting in some manual DNS, I've found these work pretty well
199.166.28.10 & 199.166.31.3
