Why doesn't fat32 work on smaller drives?

The one thing I don't understand is why FAT32 doesn't work on small drives when the basis behind it is to gain extra space. It's the same as ext2 with 512b per inode. Well, almost. Does this seem illogical to anyone else?

Programmer: Isn't that the point?

I thought fat32 was designed to read drives larger than 2GB.. not just for space, since fat16 is not able to read drives that large ??

It really should not make a difference if the size is under the file system limit, right? So how come you cant use it on a smaller than 2GB drive?
