Well i do not want to bypass the laws in the country where i am living.
I was just saying, the person who would by the tuner (even i could buy it for him) would register and pay for it. My idea was to ask him to send some streams to me. As i would watch the stream over the network that would not break the law and i do not need to buy a tv / tuner and must pay a fee for it.
Also i could do it on my parents' place. They are paying and have a tv. But they are living in another country. I was just looking for the technical part, what devices would i need and how could i do that?

Put simply you cannot view a channel unless the tuner is set for that channel*. TV can be streamed over the internet but unless the receiver has a box with more than one tuner the stream will be what they are watching.
Unless there is prior agreement streaming live broadcasts is generally illegal regardless of whether the recipient has a license to view it and is likely ruled completely illegal if the stream crosses any borders.
