I'm confused about one thing. Are you running Linux or Windows on this machine?
This is a help-each-other site for Linux, so finding anyone who knows much about a technical question about Windows is going to be accidental. If you are running Linux, I may be able to help. (Knowing which flavor - Red Hat, Debian, SUSE, etc - would be helpful.)
My best guess if you're running Windows is that there's probably a CD that came with the machine that has Toshiba software on it. Either the power saver application didn't get installed, or it's broken.
If it's already installed, un install it, then re-install it from the CD. You might also try looking on Toshiba's site to see if they describe any problems similar to what you're having and can suggest a fix.
