Can it be used to connect to another wireless router to extend it's range?
Nothing in the manual indicates it has any such functionality.

Can it be used as a gps for opencpn or a navigation program?
Maybe, the provided manual mentions GPS data over USB. Can't find any specific information if it will connect as a USB serial port or other device which requires a special driver. If it is a USB serial port it probably outputs NEMA serial data which can be used by just about every navigation program.
possibly, although they may not let you do anything without an internet connection.
Code:
1. Select the Enable GPS check box to turn on GPS.
2. Select the Enable NMEA over USB check box to
receive NMEA location data through a USB
connection.
3. Select the desired GPS startup option from the
GPS Startup menu.
4. Click Apply to confirm the settings.

Odd, I rebooted went into win7, could not see the gps, but setup a F: drive with setup driver files. Did not bother to setup.
Rebooted into ubuntu, got a message about being on a local network, ran chrome and everytime I went to a web page, it took me to the 4082 setup page.
So I pulled usb cable out and can again use the internet.
Grabbed a screenshot, still dont know if it could work.
AFAIK, I can not use it at all.
Now, when it is plugged into the USB cable, ubuntu looses the wired connection and uses only the Novatel MIFI.
Sets up an entry called PCI Ethernet, which even if turned off, always loads the MIFI setup page.
