Also if you konw of any forums for linux where people do paid work and there is a forum set aside for projects like this please let me know. I didn't see one on here so I thought General is the best place for it.
Maybe there should be a jobs-posting section. This would actually be a logical place for one.
The main problem that I have (as a contractor), when looking at postings like this one, is that there's absolutely no way to know what sort of specifications have or have not been devised. Someone's got an idea, and someone's got some amount of money, and they want to hire someone to write the code and (yesterday) a beautiful finished program comes out? It doesn't work that way. When expectations are not carefully defined, and promises are made "in the dark," then how can anything but disappointment - or worse - be the result? People wonder why I charge money to write specifications and this is why.
i think there would be alot involed with having it here. outside of creating everything, you need to set all the rules and a way to escrow the money till the project is complete. then they would need a way to handle disputes. that would be alot of work.

There is a plug in that allows an Ebay type feedback system. If you wanted to make a job or classifieds board, you could allow people to leave feedback for one another, it even allows specification of a specific thread for the feedback.

That is very true, just like other job boards, You can always clarify the requirements in the private message board before bidding.
That is a neat idea, to charge for writing the specifications for this job, I would bid that first and see if they bit. This because I think your right, someone came up with an idea and has no idea how much work it really is.

Herman Holz (sic) writes some very excellent books on consultant contracting. Readily available and frequently updated. His recommendations have served me well for, well, most of my career.
As good ol' Judge Wopner said in The People's Court, "Get It In Writing." If neither of you can do that, then surprise, you don't have an agreement yet, and it's better for both of you to discover that now, when the only thing spent is time and a little paper.
What if, instead of controlling what happens on the job board, LQ could just let you post, but include a notice of non-responsibility for any thing that happens with them? That way, LQ wouldn't be legally responsible for any people who get on to cheat people(happens on any job board). They could also include a form for the people posting the requests for coders to list all info about the company or people asking so people could see for themslves whether or not the requester was legit.
Because we'd still be reponsible, we would have to vet each and every job and do follow up to see if the job is open or closed and we don't want to have to deal with the angry threads when a job falls through/is harer than it seems/isn't what the applicant thought it was. And despoite all the disclaimers in the world, we would still get the blame if the job wasn't gold plated.
