And, please, "this is not exactly 'news' to anyone with eyes and a brain." We've developed the technology to do this, and it takes no powers of imagination at all to understand that plenty of people glommed on to:
"This is a great way for me to make Trillions of dollars, selling snake-oil to the Government and doing it completely in #CLASSIFIED#." 
And the people with the power to approve those purchases could see it all pretty easily, too:
"Say, if I could make just ten-percent of that kind of money ..."
