Microsoft Development Fund (MDF)

I am hearing rumors of a "Microsoft Development Fund" (MDF) whereby Microsoft pays a rebate to the vendor for every computer sold if the vendor agrees not to ship any units with Linux pre-installed. This would seem to be a violation of anti-trust law and of the settlement agreement in their anti-trust case. Can anyone confirm and provide more information?

I don't know, I can't seem to find too much about it, post some links if you know, but it sounds like something M$ would do so it's plausible.
