Sort answer - you can't

Did you look at http://www.ubuntu.com/?

Since it seems to be written in python, you may be able to get it to work under WIndows, but don't use teh rpm, you would want the tarball

It should be either a .tar.gz or a .tar.bz2 extension. Internet Explorer has the nasty, irritating habit of changing these to .tar.tar.(Use Firefox). Change the ext. to what it should be and use IZArc or similar unzipping program on it. Then read any README or INSTALL files in the folder.

Did you move this to the wrong General? Shouldn't it go in Linux General?

The initial question is about Windows (i.e. installing rpms on Windows) and not Linux. Windows questions belong in the General forum and not Linux General.
