Human nature ( if looked at honestly and unemotionally )is not pretty. Mankind has attempted to govern itself without facing the reality of our own natures. Thus " leaders " have turned into monsters and kill other humans for all sorts of wacky reasons. As I love the genre of science fiction I am reminded of the movie-The Day The Earth Stood Still. In that movie incorruptable robots policed the galaxy and nobody was exempt from the rules.

Whatever the " rules " are humans will find a way to exempt themselves from those rules and do whatever they please to do. Such is our nature. Power corrupts and very few human beings can resist the corruption that power always brings into play.
