Isn't that contradictory? are you looking for real broadcast tv shows being broadcast under gpl? or videos created by groups and individuals released under gpl?
GPL doesn't exactly apply to Media content too well. Creative Commons would be a better search. As for video websites wikipedia has a list of them

unless you are talking about things like hulu... but that's not gpl. the videos are all owned by the corporations that made them because you would have to buy the whole video and intellectual property to release it under gpl.
